Climate risk specialists from the Government Actuary’s Department (GAD) contributed to the Civil Service Climate and Environment Conference 2025. The theme of this major environment conference was ‘Pioneering Green Innovation’.
GAD’s contributions
People from GAD were key contributors to the event, providing 2 talks as well as having a stall setting out how GAD can help others in the public sector with their climate related challenges.
The talks by GAD were on the recent Planetary Solvency report as well as on climate scenario analysis in the public sector.

Strength in speakers
Topics included building a sustainable economy, the UK’s role in international negotiations, understanding carbon budgets and innovations in sustainable agriculture.
In a recorded message Ed Miliband (Secretary of State, Dept. for Energy Security and Net Zero) spoke about the importance of the work of the Civil Service in supporting the government’s clean power mission.
The event attracted notable speakers and exhibitors from across government, the public sector and academia including:

- Professor Sir Dieter Helm (Professor of Economic Policy at the University of Oxford and Fellow in Economics at New College, Oxford)
- Professor Paul Palmer (Science Director of the National Centre for Earth Observation)
- Professor Michael Meredith (Joint Director of the Partnership and President of the Challenger Society for Marine Science)
- Rachel Kyte and Ruth Davies OBE (UK Special Representatives for Climate and Nature)
- Jeremy Pocklington CB (Permanent Secretary, Dept. for Energy Security and Net Zero)
- Dame Tamara Finkelstein DCB (Permanent Secretary, Defra)
The conference was held in London but was streamed to delegates in 11 other UK cities, and available online.
The event was organised by the Civil Service Climate + Environment Network, which has more than 11,000 members across the public and Civil Service.
GAD actuary Will Stobbs, who is the Network’s Co-Chair, said: “This was a hugely successful conference which brought together speakers and experts from academia, NGOs, government and the public sector. There were sessions on a huge range of key topics including sustainable economy, artificial intelligence, green communities and climate health impacts, and it highlighted how we can innovate when we work together.”
